Pratibha Patil's Address to joint Session
Manmohan Singh directly responsible for govt's mistakes

Where is the political leadership to guide the Government? There is a divergent approach between the party leadership and the Prime Ministerís Office. Inertia is killing this government. Continuation of corruption is resulting in loss of credibility. The Prime Minister has to ask himself as to how would he like his government to be judged.

THE President Smt Pratibha Patilís speech on the opening day of the Budget Session failed to show the direction to the nation on the vital issues concerning the crisis of the government. It was dull, dry and inadequate. The BJP has been addressing the issues of inflation, national security and corruption in public life. Curiously the Presidentís address refers to each of the major issues which have been a part of the oppositionís agenda but regrettably it failed to provide right answer to any of the issues. Every one was deeply disappointed by the address prepared by the UPA government.

Shri Arun Jaitley said that the Prime Minister tries to distance himself from the appointment of a gentleman as the minister. He distances himself from the policy formulation. He distances himself from the implementation of that policy. All the unfortunate things takes place. Ultimately he says that he was not such a big culprit. This is a complete abandonment of collective responsibility. It is an abandonment of leadership where the Prime Minister as the first amongst the equals in the government tries to distance himself from the rot that has set in the government itself.

Jaitley asked the government to introspect as to why two successive stories- Telecom and Highways-have gone wrong? On S-band spectrum allocations, decision that had been annulled, he asked the government, instead of closing the issue it should be known who was responsible since department directly came under the Prime Minister.

There is a huge discrimination in the management of the economy towards the non-congress State. Recently, Vibrant Gujarat saw the largest investment proposals that any State could gather. Ninety nations and their several corporations were represented. The only government not represented was the Government of India. The World Economic Forum at Davos was no longer an exercise for showcasing India as an attractive. Investment destination. It was an opportunity for the Indian industry to look for investment proposals outside since they do not find domestic investment an attractive proposal. Is the Government of India aware of these dangers.

Where is the political leadership to guide the Government. There is a divergent approach between the party leadership and the Prime Ministerís Office. Inertia is killing this government. Is it merely by the number of years it completes or by the footprints it leaves behind? In the Lok Sabha, Shri Rajnath Singh, attacked the govern-mentís failure on terror.

Threat to internal and external security of the country had deepened during the regime of this Congress led UPA Government. General Secretary of his own party had charged Home Minister for his intellectual arrogance and opposed his moves. What is the policy and planning of the government to combat Naxalism? The problem of Naxalism cannot be dealt with stringent action only but along with it, socio-economic efforts should also be made. There is no mention of militancy in North Eastern region in the Hon. Presidentís Address. Infiltration from Bangladesh is continuing unabated in Assam and other states of North-East. What effective steps are being taken by the government to check this infiltration? Sovereignty and self-esteem of the country is being assaulted, some parts of Jammu-Kashmir are shown under occupation of China, but no action has been taken in this regard, whereas if some youth want to unfurl our National Flag at Lal Chowk in Kashmir on the occasion of Republic Day, they are arrested.

The Congress led UPA Governmentís Jammu-Kashmir policy is not only confused but also self-destructive. The time has come to review Article 370 of the Constitution. Whether it helped in solving the problems of poverty and unemployment in Jammu-Kashmir. If Article 370 helped in solving the problems of poverty and unemployment and strengthened the security of the State, then it should be allowed to continue. But if it is not the case, it should be repealed. Troops should not be withdrawn from Jammu-Kashmir and Armed Forces Special Powers should not be diluted. The Bharatiya Janata Party and the NDA will fully support the government on the questions of security, unity, integrity and sovereign of the country. BJP has never linked any religion to terrorism. But, these people have coined terrorism. All communities live in India and this characteristic of India is possible only because of Hindu ideology.
